Definitions:
"competent person" means a person who

  • has in respect of the work or task to be performed the required knowledge, training and experience and, where applicable, qualifications, specific to that work or task: Provided that where appropriate qualifications and training are registered in terms of the provisions of the  National Qualification Framework Act, 2000 (Act No.67 of 2000), those qualifications and that
  • training must be regarded as the required qualifications and training; and is familiar with the Act and with the applicable regulations made under the Act

"demolition work" means a method to dismantle, wreck, break, pull down or knock down of a  structure or part thereof by way of manual labour, machinery, or the use of explosives;

The Core of Construction Regulation 14: Demolition Work

1. Competent Supervision for Safety

At the heart of safe demolition is the appointment of a competent person to oversee and control the entire process (Construction Regulation 14(1)). This person, appointed in writing, ensures that all operations adhere to safety and legal standards. Their expertise is pivotal in mitigating risks and guiding workers through complex tasks.

2. Structural Surveys and Method Statements

Before a single brick is removed, a structural engineering survey must be conducted by a competent person (Construction Regulation 14(2)). This survey assesses the building's integrity and identifies potential hazards. Following this, a method statement is developed to outline the step-by-step demolition procedures, ensuring clarity and safety.

3. Ongoing Structural Integrity Checks

Demolition is a dynamic process, and regular checks of the structural integrity are mandated during the operation (Construction Regulation 14(3)). The intervals for these inspections are outlined in the method statement, helping to prevent premature collapses that could endanger lives.

4. Measures to Prevent Collapse

Precautions to prevent structural collapse are non-negotiable:

  • Overloading Avoidance: Floors, roofs, or any part of the structure must not be overloaded with debris.
  • Reinforced Concrete and Frame Removal: Extra care is taken when cutting reinforced concrete or removing building frames to avoid instability.
  • Adequate Shoring: Proper supports are required to stabilize any potentially unstable sections (Construction Regulation 14(4)(a)).

5. Worker Safety: No Room for Compromise

Workers must never operate under overhanging material or unstable sections without proper support. Shoring and bracing must be robust and carefully constructed to protect against collapse (Construction Regulation 14(4)(b-c)).

6. Protecting Adjoining Structures and Utilities

Demolition doesn’t occur in isolation. Contractors must take measures to stabilize neighbouring structures, roads, or utilities that could be impacted (Construction Regulation 14(4)(d)). Utility lines for electricity, gas, or water must be identified and safely managed to prevent accidents (Construction Regulation 14(4)(e)).

7. Accessibility and Lighting

Every demolition site must ensure safe access to all work areas. Stairwells, floors, and passageways should be adequately illuminated to prevent accidents, especially in low-light conditions (Construction Regulation 14(4)(f-g)).

8. Preventing Falling Debris

Demolition often involves working at height. To safeguard workers and bystanders, catch platforms, nets, or barriers must be installed above entrances and passageways, or these areas must be fenced off. Falling objects pose one of the highest risks in demolition projects, and these measures help mitigate that risk (Construction Regulation 14(4)(h)).

9. Controlled Waste and Debris Disposal

Managing waste and debris effectively is a cornerstone of Construction Regulation 14:

  • Material must not be dropped outside the building unless the area is secured.
  • Chutes used for debris disposal must be designed to prevent free-falling rubble and strong enough to handle the debris force (Construction Regulation 14(5-7)).

10. Floors and Surfaces: Strength Under Pressure

Equipment and machinery must only be used on floors or surfaces capable of withstanding their weight and operational stress. Ensuring surface strength is vital to avoid accidents (Construction Regulation 14(8)).

11. Handling Hazardous Materials: Asbestos and Lead

When hazardous materials like asbestos or lead are present, contractors must follow the Asbestos Regulations, 2001, and Lead Regulations, 2001. These ensure safe handling and disposal of these dangerous substances (Construction Regulation 14(9-10)).

12. Demolition Using Explosives

Explosive demolition is highly specialized. Contractors must appoint a competent person to develop a detailed method statement and supervise operations. Adherence to the Explosives Act and related safety procedures is mandatory (Construction Regulation 14(11)).

13. Timely Waste Removal

Finally, all waste and debris must be cleared from the site as soon as reasonably practicable. This helps maintain a clean and safe working environment and ensures compliance with waste management laws (Construction Regulation 14(12)).
